This corner has long been neglected, a wasteland. People were driving up into it and parking their cars there, so the council put up some posts to stop them. It got wilder, stragglier, unsightly in this "nice" neighbourhood. So the residents' association took it in hand, cleared the long grass and brought in plants from their own gardens.

From looking at The Dell in your link, it seems our community gardeners had better pull their socks up! It's all a bit unofficial and ad hoc ... but "something is better than nothing"...
